Is there a community college in your area that has a transfer admission guarantee program with a 4-year university? That’s often the easiest way to transfer into a top ranked program - for example in CA we have TAG programs with many UC campuses
It depends on a lot of factors: are you a traditional or non-traditional student? How were your high school grades/test scores? What classes did you take at the community college? Do you need merit or need-based aid?
If you’re 19, had terrible grades in high school and earned a 4.0 GPA taking a relatively easy load of classes at your local CC, it wouldn’t be seen as impressive or competitive as a non-traditional student (regardless of high school record) taking honors courses at a CC while working full-time or juggling a family, etc.
That said, a 4.0 GPA is an impressive GPA, and you’d be a strong candidate for at least mid-to-low first-tier schools with those grades regardless of your high school record.
