ED question - hope it isn't stupid

My son applied regular decision on December 12 and switched to ED on December 30. All required documentation was in by end of December and it posted receiving his 1st marking period grades on Jan 21. Today , Jan 22, we received a letter with a breakdown of his estimated financial assistance and eligibility (indicating grants, loans , work study job etc)…
It talks about “Your award will be considered prelimary…” My question is is this just a tease and a letter that is sent to all ED applicants whether that are rejected, deferred, wait listed etc…? Can this be a sign of future good news… or just back to waiting for the answer?? Also is the rejection or deferrment a letter thru the regular mail or an email?? Thanks

Well, I figured out why we received the financial aid letter, he got accepted today. Looks like the acceptance letter was suppose to be sent first but it wasn;t. Oh well.
