ELC scholarship

i dont know if other states have a similar thing, but california has the ELC 4% plan or whatever. my school is currently giving out information and asks for several other score submissions to include in their decision-making. ive had striaght a’s all of high school in all honors/ap/ib classes, but they also ask for middle school foreign language record, SAT subject tests (sadly not the SAT I), and community college transcripts. im sending my middle school and my community college info because ive had A’s in those. however, i have taken only 2 subject tests that have been scored: bio 620 and chem 680. the scores are obviously not that great and i retook biology this month and feel sorta confident but the score wont be available in time. i was wondering that if i should still submit my 620 and 680 to be included in the consideration. would it help or hurt my “application”

also, for those who have been involved or know, wat EXACTLY does ELC do? does it help award scholarship as well as admissions into UC schools? is there a good chance at schools like UCI, UCLA, UCB, and UCSD?

thanks guys

I heard from this website if you are an ELC you have Regents scholarship with UCI. I know my relatives got them, both Vals.
