On the course description page it says each Lecture section is restricted by engineering major. I am admitted as a chemical engineer but will transfer to ECE once I can. Am I stuck in the chemical engineering lecture? Can I sign up for the ChemE lecture but still attend the ECE if here is no schedule conflict? It is a 0 credit hour course

You are restricted to registering for the orientation session that is in your current major, chem E. You cannot request a change of major until about midway through second semester first year for a change to be effective starting second year. The orientation course which only lasts four weeks provides info about engineering in general, about the engineering college and its programs in general, about how to study, how to do a resume, and other practicable information. The lecturers are the same for all the sections. Whether you are in the chem E or ECE or any other sections really makes no difference. If you have to miss one of your own sessions on a given day, you can request permission to attend and will be allowed to attend some other sessions but don’t assume any ECE session is going to do anything different than the chem E session.

ECE 110 and 190 are also restricted to some
majors. Are transfers allowed in these courses? I can’t imagine what classes I would take of I couldn’t, for my AP credits eliminate my need for almost all gen eds

Talk to advisor. If intent is to try for change to ECE, you should be able to get permission to take ECE 110 as long as there are openings for the course. ECE 190 is very often not taken until sophomore year and is not a prerequisite to any 200 level ECE courses so taking it first year is not really necessary but you can ask about that one too.
