The following is posted on the general Engineering webpage:

The Undergraduate Scholarship Committee ranks the students who have been offered admission to Penn State and extends scholarship offers in March to those whose academic credentials show that they have the highest potential for achievement. This potential is determined by the Undergraduate Admissions Office and is based, in part, on a student’s high school record and SAT scores. NOTE: If your admission letter from the College of Engineering did not include a scholarship amount, refer to the section below for GENERAL SCHOLARSHIPS FOR CONTINUING STUDENTS.

Does this seem contradictory to anyone else? It seems like the first sentence indicates that no one hears about a scholarship before March. But the last sentence seems to indicate that if you don’t get an offer of a scholarship with your acceptance letter you can apply next year (the continuing students reference). So if you were accepted in November and there was no mention of a scholarship does that mean you won’t be offered one in March?
