Which good engineering schools are the easiest to get into? Which offer best merit scholarships?
I am especially wondering about colleges like: Purdue University, University of Wisconsin-Madison, University of Illinois, and University of Maryland. I would be an out of state student.

Perhaps the public universities in your state of residency? SD Mines? AR Tech? NM Tech?
Others may not be able to help you much, since you do not give your state of residency, academic stats, and cost constraints.
Alabama schools have among the best merit aid (UA, UAB, UAH). But you need good grades and scores. Otherwise look in-state because public Us (which you listed) don’t offer much aid to OOS students.
