I have a GPA of 3.92 after taking classes at a university my junior year of high school (I have 32 credits), and my ACT was a 25. My ACT score is what I am worried about but I have completed science and math courses with very high scores. Do I have a chance of getting into any engineering schools at all? I am thinking about going into biomed engineering.

You should definitely get your ACT score up.
What state do you live in? Will you need financial assistance? You should build your list, as a rising senior, on who and what you are now. Don’t create a list on the hope that you will increase your test scores miraculously. If you do, then you can always add a reach. Re-take the ACT, by all means, and try the SAT, but start looking at colleges where you can get in with a 25. There are plenty out there.
I live in Minnesota. So definitely UMN is a main choice but not #1!
