Not always. This is very college-specific.

But for the OP, I think it is simply that the reader misconstrued something from the application. Although to be fair, the applicant really should have listed both Albanian and English as first languages unless s/he was raised in an Albanian bubble with no TV/videos until attending school. If so, s/he would be well-served to make the change for any applications not yet submitted. An applicant born and raised in the US has no need to take TOEFL for any college that I am aware of.

I got a 22 on reading and a 24 on English but I don’t think my ACT score should impact my English proficiency. Also, in the common app it says that I have lived 0 years in non-US so I don’t understand how they accidentally required me to take TOEFL.

It’s been 3 days and still no reply when I emailed them, might have to call them
