Should I read the whole passage? for example

and moans of inmates in adjoining cells. He did not stir from his
thin sleep mat until well after 1 p.m. A breakfast of cold grits

16-year-old is emblematic of juveniles across the nation,
charged as adults, who endure

Should I read from the beginning or should I go straight to #11
I want to make sure I can finish on time, but I also want to make sure I can answer the general questions too.

You definitely want to read the whole section. A lot of the questions aren’t just grammar, but also cohesion. And at the end of most reading it’ll ask an overall question or where to place a sentence or whatever that you will really regret not reading the whole reading! trust me been there, done that!
