Have you considered IUP as a financial safety? It has the Cook Honors College and is part of the PASSHE universities.</p>

<p>I spent four years slaving to get good grades an then go to a school that D and F students go to.</p>

<p>aglages, IIRC, FA is need-based and not merit-based, so test scores and URM status don’t come into play. </p>

High stats = more merit scholarships, with certain scholarships reserved for URMs</p>
