explaination pls (Writing q.)

Of all the states represented at the conference, the governor of Missouri was the only one to present plans for enforcing the new regulations.

(a) the governor of Missouri was the only one to present
(b) making the governor from Missouri the only one to present
(c) Missouri’s governor only presented
(d) Missouri’s governor presented the only
(e) Missouri was the only on whose governor presented

the answer is E, but why isn’t it A?

“Of all the states represented at the conference,”

dangling modifiers.

The modifying phrase here is referring to a State, not the governer. That’s why you put Missouri, which is a state, after the comma.

(A) would have been correct if the phrase stated “Of all the governers , the governer of Missouri…”.

BEcause if u put A ,it will look like that the governor of missouri himself is a state :D:D

ok thanks.

would this be a hard or medium question?

this is likely to be a medium question
