I am international student and I withdrawn my admission from previous university and transferred my SEVIS to new school which issued me new I20 form. So I am officially student in new university but even after that my previous university continued paying me stipend. Now after informing them to stop it they are asking me to pay back whatever extra amount I have paid to them. I was on departmental funding (not on professors or scholarship fund). What should I do now as I have used all the funds to pay my credit card bill and tuition in new school.

You were NOT entitled to the money you received…and it sounds like you knew that!
Why would you spend money that truthfully was never money you should have received from college one.
You need to pay the money back.
Maybe you need to withdraw immediately from your new school and get your money back. Use that to pay the school back.
And then take a cash advance on your credit card and use that to pay the school the balance you owe them.
Then never…NEVER spend money to which you aren’t entitled again.
You’re on a visiting student visa and you owe money to a US college? I would figure out a way to pay it back.
How much do you owe? If your family can’t help you repay it you might be able to take a cash advance on your credit card. I wouldn’t ignore it though. Contact the college and take care of it.
