The Common App lists says a student is elligible for an app waiver if:
“You have received or are eligible to receive an ACT or SAT testing fee waiver”.
Does this mean for this particular school years or in the past? I received one back in 2010-11 for SAT test.
(No, I’m not wealthy or stingy now, just trying to apply to $80 school…)
I believe it would need to be for the current year, just like financial aid is a year to year evaluation.
You should contact your GC and they should be able to clarify whether you’re eligible for a fee waiver.
You are eligible! It doesn’t matter when you got the fee waiver, just that you got it. -From Experience-

@ltfezha check with the college you are interested in. I see from your other posts you are coming out of the service so contacting a HS GC wouldn’t necessarily help you. Good luck.
