Few EC's?

I am a junior right now, and assuming that all my other stats are up to par or above average for Cal, how bad will my lack of EC’s hurt my chances?
200+ Service hours
20 hours through sandbagging/preparing for a flood in my old town.
190 hours through volunteering at an animal shelter 4 hrs a week,
JV Tennis 9-10 (weird circumstance for stopping because I moved states to California this year and did not know I had to work sports into my daily class schedule)
Psychology Club 11
Ethnic Studies Club 11-12

Other than the animal shelter, my EC’s don’t show anything I’m passionate about. The problem is I don’t know what I’m passionate about which is why I want to apply to L&S undeclared.

Lack of a lot of EC’s isn’t necessarily going to tank your chances. International applicants, as a group, tend to have fewer EC’s as well because of lack of opportunity. You may be able to balance your situation out with a stellar GPA, test scores, and essays. Have you received a request for LOR’s? If so (you may not until January or so), make sure they are also very strong.
