3)Im after a sort of party school with a vibarant atmosphere yet the quality of education is high and a good percent actually cares about there grades would UMiami / FSU / U OF A fit my critera?

Is there a specific reason your list is exclusively of Florida schools? If in fact you are open on location, there are a range of other “work hard play hard” schools of various academic levels you may wish to consider, such as UW-Madison, UM-Ann Arbor, UCSB, Penn, Washington & Lee, Union College, Tulane, and many others.

Most colleges have an International Students Association. They usually organise get-togethers so you can meet some of the other Internationals. They also have information concerning visas, bank accounts, driving licenses etc. U Miami has a good repuation for both academics and social life and you will make friends in your dorm as well as in any clubs you join.
