<p>Only sometimes, and it is very rarely a significant factor. In any case, that interest would have to be backed up with ecs. Colleges realize most students will change their major at least once. </p>
<p>Universities with different colleges (engineering, business, arts & sciences) are exceptions. A few colleges will limit admission to certain majors, like BME at Hopkins.</p>
<p>UCB I know are very strict with their CS&EE department admissions. It might be tough to get into that than at many Ivies.</p>
