I am an international student from Turkmenistan. I aimed to study in USA with the scholarships but I have come up with some problems with my application into Lehigh University. They ask Certification of Finances before the admittance. I thought, with my stats, I could compete for the scholarship in Lehigh which covers “whole” student’s expenses (The Karen and Paul S. Levy ’69 International Scholarship ) . I think, my application has a potential to compete for this scholarship (SAT 1400 (M+CR), GPA 4.0, bunch of extracurricular activities, volunteer services, good essay).
We live in poor part of my country and standard of living is much more lower. My parents could not provide any finance documents. So, we can’t put any money on the bank and provide it to the university.
Since I obviously don’t have the money to cover the tuition, would writing zero the questions
8a. Personal or family savings
8b Parents (sources other than savings)
8c. Sponsors
8d. Your government
be considered as an incomplete Certification of Finances?
Please, if you know anything that will work with this situation, help me.

I think it is fantastic that you are interested in Lehigh!
As long as you write in the symbol “0” or the word “zero” in those answer samples the document is not incomplete. Also you could discuss this with your admissions officer, below is her contact information:

Another reason I would consider contacting her is Lehigh makes their admission decisions based on the student’s demonstrated interested to the school. Most of the time that means attending a campus tour. That would be impossible for you. So contacting your admissions officer is the best way you can demonstrate interest in Lehigh.

I have written Morgan Volkart many times about whether I have to submit COF and ISFAA or not. I think she is currently away from her office for that reason could not be able to write back. However it does not matter. I have another concern in that COF files.

That’s my answer. But at the below in
8b. Parents (Money available from sources other than savings.) : 3000$ from my father’s work as a vender.
When viewing my application, will admission officers make admission decision based on that information that “my family could not able to pay full attendance only 3K”. Could that factor make my application rejected before competing for Levy’s Scholarship? Actually how could students be selected for that scholarship?

No it is no bother to try and help you with your questions. I think you should answer the questions as honestly and throughly as you are able. From what you have said you seem like exactly the kind of student that scholarship was meant for. I don’t believe any scholarship would take all your families money.
I would contact the admissions office and speak to anyone there. I am sure they can help you with your questions. I think it is very common for students to have questions such as these.
But, I don’t have ANY experience in these matters. I am glad to know you are already talking to the admissions office!!!
