Financial aid help

For your stats and your origin(Indians and Eastern Asians have disadvantages in admissions because of "diversity"issue), it will be very difficult or impossible to get into high tier schools(top 25?) like Ivy leagues and top liberal arts schools with FA and/or scholarship. It will be hard even for competitive scholarships at lower tier schools-top 50 or so.

To get automatic scholarships-if you don’t mind going to any college, lets say top 100 national/liberal-
having least 700 in reading and math and GPA 3.5+ is the best.

Here is the link that offers automatic scholarships to OOS-try to look into it.

I personally recommend University of Alabama(tuscaloosa) or Auburn University because it offers generous amount of OOS tuition scholarship from partial to full tuition, and they are pretty decent state universities.
