If I don’t have any financial aid information in the packet that contains my letter (with housing and dining information), is it safe to assume that I am not getting any?

Damn Cornell.

Never mind, I just rang the office and they said only around 3 transfer people get financial aid each year, and decisions on these are made during the first week of May (the way it works is like this: 15~20 aid offers are made to incoming freshmen, and the unaccepted offers are then transferred to transfer students).

Moreover, priority of financial aid is given to students from 2 year instutions and instutions outside the U.S.

[Edit]; Oh btw this is for international students.
