<p>I don’t think that most schools consider 100K “low income” but it may depend on how many people are in your family. Specialized schools like Cooper Union, Berea College, and the Curtis Institute of Music are tuition free for everyone. I don’t remember any names specifically, but the scholarships for transfer students that I came across were for students transferring from a community college. You should be aware that schools that “meet full need” can define “full need” as they wish and loans can count as meeting full need. Also, schools that “meet full need” are not necessarily “need blind,” so if you can’t pay, you won’t get in.</p>
