Humanity can be pretty horrible when groups are involved! That type of spring break scene isn’t good for any involved. Hard to know which is the albatross in this instance: Troy University? Spring breakers? College students?
I might cast a vote for the booze.
Booze doesn’t absolve anyone from responsibility.

As a parent I would strongly discourage my kids from that type of spring break activity. I think it’s dysfunctional even when rapes are not occurring.

To other parents, have or would you let your kids go to a “Spring Break” venue for spring break?
I have one very sensitive child that high tails it out of any party/bar the minute she senses it might turn ugly, The other child would be completely oblivious and dancing her heart out until the police showed up. Child 1 has gone to Gulf Shores over spring break. Child 2 is a HS senior. I would worry about child 2 and would actively discourage her from going to the traditional spring break venues.
I’m wondering, who pays for college students to behave this way?
Our kids college offers about 20 different Spring Break service trips. Some are local, some are international.
I also have wondered about these trips. It’s not really a thing here as we are too far from Florida to make such a trip practical (if it is ever practical), but with a kid heading south/southeast next year I will need to think pro-actively about it. It doesn’t seem like his scene at all, but if schoolmates might suggest such a trip it makes sense to have an alternative in mind in addition to “just say no”. Of course I can’t see him saving up enough money to self-fund and we wouldn’t fund it so there is that.
The kids that are accused in this case are from Troy, Alabama. Panama City is a short drive and I’m sure kids all pile in rooms together. It probably can be done without too much money.
My D goes to school in the SE and paid for two spring break trips with money from her part time job. One year was Gulf Shores, which she said was fun but she would never do it again. This past year she went on a cruise.
Honestly I think the spring break party-on-the-beach fests are kind of trashy and I’m glad my kids didn’t participate. They’ve gone to FL over spring break - but more sedate with the grandparents.
My youngest stayed at her college and went skiing. One yr she visited a friend in Denver.
Oldest also stayed local.
I feel kinda bad for Florida. Whenever anything really outrageous makes headlines, it seems like it often occurs in Florida!
I understand it is often locals? People just looking for a party or wanting to sell drugs?
Oh,this is when I thank the NCAA for rules! My daughter has to play over spring break and can’t drink or be at parties.
I was in Florida, on the beach, during spring break. Nothing! Just have to pick an ‘old folks’ beach (anywhere south of Daytona). I don’t think locals start the big parties on the beaches.
I’m wondering if spring break skiing is a “safer” bet
It was never a question in our house, because the answer was obvious. (Want to go to Cancun, get a job and pay for it…)
We wouldn’t pay for such trips and my kids never asked to go anyway…they always came home and slept all week. 
So far as you know . . . did you poke the lump in the bed to be sure that it wasn’t just a body pillow?
