Forbidden message on webmail and student/former account

Hi, I kept on getting a forbidden message where I have no permission to access to penn state webmail and parent/other to have an access to pay the tuition. I have gotten an account for both but can’t access to it, am I missing something? It keep on saying, "forbidden

You don’t have permission to access /webmail/index.cgi on this server.
Apache/1.3.42 Server at webmail.psu.edu Port 443"
