How about a high level discussion forum for all the issues OOS students face from application/acceptance decisions to travel to costs to OOS medical insurance to OOS banking, voting, driver’s licenses, semester breaks, summers, etc.?
Wouldn’t those questions be best answered by students at the target campus? Establishing a subforum for all oos applicants planning to attend schools scattered from the east coast to the west coast (plus Hawaii) would not provide any specific information about the issues you mention. Also, subforums tend to be hidden from the bulk of college confidential posters who might have that information - if the subforum traffic is all oos applicants from various states targeting various states, who would answer the questions? IN-state students attending your target school are your BEST source of information about the local scene.
If you post on the target school’s College Confidential forum, very often you will find others from your state who can answer, very specifically, questions such as “where is the bank?” or “Into what airport should I fly?.”
The school websites themselves are the best source for school-sponsored insurance and summer breaks/semester breaks information.
The target state DMV can be relied upon for driver’s license info. Unless you are planning on establishing residence in the target state, it might be good to set up absentee voting from your home address.

What would be a generic oos issue that could be answered in a generic way?
