Free access to Official SAT Online Course??

I did some research and it seems that the Official SAT Online Course is available for free in the following states:
Idaho: [Idaho State Department of Education - Assessment - SAT/ACCUPLACER](<a href=“Error Page Not Found / Idaho Department of Education”>Error Page Not Found / Idaho Department of Education)
Maine: [Maine Education - SAT: The Maine Initiative - Student Readiness / Preparation](http://www.maine.gov/education/mhsa/studentrp.html)
Georgia: https://www.georgiastandards.org/Resources/Pages/Tools/AP_ACT_SAT_PSAT.aspx</a>
Delaware: [Delaware SAT School Day](<a href=“The SAT – SAT Suite | College Board”>The SAT – SAT Suite | College Board)

I haven’t done a full blown search, but my question is if there is a list of states that offer access to the Official SAT Online Course for free. It seems there are quite a few individual schools as well that offer access to this course as well, for example here is one in California:
[Colusa High School: Welcome to the Counseling Department](http://www.colusahigh.org/cms/page_view?d=x&piid=&vpid=1277649557775)
Does this mean that all school students in California have access to the Online Course?

I am trying to prepare a complete list of states/schools so students can access this useful resource.

Could anyone shed some light on this issue who has any experience with school counseling departments and access to free SAT services from CollegeBoard?
