I hope he has done his homework first. Is difficulty paying for SATs the major barrier or even a barrier. I thought that the College Boards exempts low income students from fees already. If so, are we not just transferring the cost from the College Board corporation that should bear the cost to the tax payers?
I am glad that the NYC public schools have so much money that they can afford to do this!
