<p>I know Rotary International does really good programs all over the world. I have a friend who is spending an entire year in France (he is a junior in high school) at no charge. Obviously this wasn’t what you were looking for, but, they also offer summer programs. Finding something in a foreign country this late into the game for this summer will be pretty difficult if not impossible.</p>
