Liability is the responsibility of the homeowner.
Depending on the cause of the injury or damage the liability can be the tenant’s. If a tenant allows the tub to overflow and it damages the unit below that is the tenant’s liability. If a guest is bitten by the tenant’s dog or trips over the tenant’s throw rug that is the tenant’s liability. I am in the insurance industry and definitely recommend having tenant’s insurance with liability coverage.
