<p>Still not quite a done deal…but getting much closer.
Under terms of the agreement, FSU would sublease a 21.2-acre site to the biomass plant, start an International Center for Alternative Energy Research linked to the plant and pursue energy conservation measures. In return, the city would pay FSU a yearly incentive based on energy savings over 10 years.</p>
<p>The agreement fell apart at the last commission meeting when commissioners tried to hold FSU to specific energy savings. The contract adopted Wednesday eliminates that stipulation.</p>
<p>The vote Wednesday was 4-1, with Commissioner Debbie Lightsey opposed.</p>
<p>"I feel more comfortable (now) that the deal is a positive one for the city," Commissioner Mark Mustian said.
