UT-Austin is hard to get into. You need to get your GPA and class rank up a LOT to have a chance there.

Your current GPA makes admission to all but USC highly unlikely, especially for engineering. You are comfortably in range for USC. You may get a sufficient race bump for Cornell, but you will have to perform perfectly for junior and semester 1 senior year. UT and GT do not account for race in admission decisions. UIUC will have plenty of in-state black applicants.

Are you able to afford the schools with OOS tuition? You will not receive much financial aid at GT, UIUC and UT.
