<p>In theory, the GC could review the application to make sure that the GC rec covers the same territory and emphasizes the most important strengths.
You benefit from the review, anyway, because you are not going to exaggerate (you are great just the way you really are!) and it will stop your unscrupulous classmates from doing it.</p>
<p>It actually works really nicely. I waived my rights to my recs to make them stronger, so the GC is supposed to my eyes. </p>
