Getting Degree Program Approved By Academic Common Market

Hi I’m from Louisiana, and I’ll be a high school senior this year. Out of state tuition can be lowered through the academic common market, but only 3 majors at Clemson have been approved for LA. Genetics is only offered at 24 universities, including Clemson and not including any LA schools. I read that if you contact the state coordinator and give them 6 months you can work to get a major approved. Since Clemson’s priority deadline is December 1st I need to get on that now, but I want the correspondence to go smoothly so I have a good shot at getting it approved in a timely fashion. They say these may be reasons a major is not approved:
The program is offered in your home state.
The program is a high-demand program.
The program is offered at a single tuition rate.
The college or university may not participate in the ACM or ACM/EC.
State legislation may not allow for participation at all levels.

However, I don’t really see any being an issue. There is a closer university with genetics approved by the ACM, but I’m interested in Clemson and that isn’t a reason listed above. Is there anything I’m missing here for why it hasn’t been approved already? Is there any specific information I should give the coordinator?
