If you haven’t done so (especially transfer students), go to housing.cornell.edu and sign up for housing.

Here’s what the site says:
First-Year Students: If you would like to live in the Townhouse Community (first-year students only), a themed living and learning community Program House, or Balch Hall (first-year women only) on north campus, you may request a specific building. If you prefer to live in any of the other residence halls on north campus, your building and room will be assigned to you.

Transfer Students: You may opt to live in a Transfer Student Program residence (the Hasbrouck Community for the 2007-2008 academic year), Lyon Hall (houses transfer and continuing women only), one of the West Campus Houses, a themed living and learning community Program House, or one of Cornell’s cooperative living houses. If you prefer to live in any of the other residence halls on west campus or in Collegetown, your building and room will be assigned to you.
