<p>I watched the video of the inauguration from today. (fast forward to the 1:02 hour mark to get to Loh’s speech) </p>

<p>He said that the 4,000 expansion is tied to the Shady Grove Campus. The state might be cutting off funding for students, but they are committing huge amounts of funds to construction projects at UMBC and UMCP. There is an advanced physical science complex being built at UMCP ($30 million + another $5 million in campus improvements) and a new performing arts and humanities building at UMBC ($31 million), among many other projects state-wide.
