<p>I’m not quite sure what to make of this. The entire article spoke of the government cutting back, while the last sentence said that money for Pell grants increased by $3 billion the past 3 years. What should we make of this?</p>
<p>they are cutting back the amount that individuals recieve, but more people are qualifying for Pell grants. Not a positive trend.</p>
