GPA in the US?

Is there huge GPA inflation in the US?
Im in a American School outisde of the states
(Hong Kong Internatioanl School)
and in 40 years no one has ever graduated even with anything higher than a 3.97

ALso,Here is a thought. When going through 20,000 applicant, would admin have the time to realize that a 3.6 from a school that never produces 4.0 students is alot more significant than a 4.0 from a random highschool?

Im just feeling pessimistic becuase i can so see a over worked admin officer being WOWED by a 4.0 rather then hard earned 3.6

Anythoughts?

Very many schools ask for rank, which demonstrate to the A. officers the grading system… 4.0s don’t wow people as they use to… they are still pretty impressive though!
