For study abroad programs that are graded in the host college but counted as P/F in one’s actual college. How would this work out?

For eg, Peter is a full-time student at Duke who decides to go on exchange to University of Tokyo. At U-Tokyo, his classes are graded (A through to F). However, whatever he takes at U-Tokyo is counted under a Pass-Fail basis back at Duke.

In this case, would he need to provide a U-Tokyo transcript to the graduate school admissions or is the Duke transcript alone fine?
