Graduate Students as the Ideal workforce

My new graduate school has a huge amount of available graduate assistantships. They offer GA’s to both masters and doctoral students. I spoke with my main department and she said that grad students make an ideal work force. They come cheap. They are dependable. And they will rarely quit on you. The pay is measely, but as an out-of-state student, the tuition waiver, more than makes up for the low stipend. Is this true at most Universities? This was true only at 2 of the 5 grad schools I applied to. The other 2 had no GA’s for masters students. And one had a GA program but it was by invitation only.
