<p>“Beyond” can’t be an adverb in this case, and the singular verb “offers” doesn’t match the plural subject “West Haven Public Schools.”</p>

OR
West Haven Public Schools undoubtedly offer students one of the best educations in the state.</p>

<p>The schools’ “education” is singular because it belongs wholly to the schools, which are treated as a group.</p>
