Grammar SAT Question from May 2011

Can someone explain why the answer is d? Why is it wrong to use “to” and right to use “that”?

“to” would imply a sense of deliberate purpose, as if the the pueblos were deliberately built, ruined, and then preserved in order to “provide visitors with insight.”

“that” simply indicates that the ruins “provide visitors with insight” without suggesting they do so by design. That the “insight” thing is a coincidence.
