Haas Admission Question

I was going over the transfer admission statistics for Haas:

[Undergraduate Program - Admissions - Haas School of Business](http://www.haas.berkeley.edu/Undergrad/statstransfer.html)

It says that they received 1314 applications however only 443 were eligible.

Below that it says “871 applicants did not show planned completion of the admission requirements and were considered ineligible. Of the 443 eligible applicants, 96 were offered admission”

The way I read it is that they did not consider those 871 applicants because they were not on course to finish all the requirements for admission. However it is hard for me to believe that 871 applicants could not complete the necessary classes before the spring deadline.

Can anybody elaborate on this? Thanks
