Having doubts about attending a 4-year university, should i strive for it or not?

Recently I have grown doubts about attending a 4-year public university (that school being UofH). Junior year of high school was when I truly became immersed in my studies since personal conflicts kind of sorta left me on the sidelines of my family problems. I’ve only ever done tennis at my school and have done about 200 hrs of community service but that is it when it comes to activities. I am planing on joining clubs but it would be during my senior year so I see it as a bit pointless from my part. Apart from that I’m a pretty regular student, although I have only done AP classes my junior year I did better than my fellow peers and passed the tests (both for APUSH & AP LANG). I did mediocre on the SAT and scored a 1570, but plan to retake it with hopes of a higher score. My problem is not being accepted to college but rather how to pay for it. Would I have a chance at scholarships with such a lackluster resume? Should I attend the 4-year or settle for a community college?
