Help! Can't make college decision

Hello,
I have been admitted to the following colleges for a major in Electrical Engineering-

  1. UC San Diego
  2. UC Irvine
  3. UC Davis
  4. UC Santa Cruz
  5. USC

UCSC has promised me $5,000 per year for 4 years. The cost of attendance of UCSD, UC Irvine and UC Davis is almost the same. My goal is the complete a Masters and a PhD after completing my Bachelor’s Degree. USC is offering the most aid.

  1. Which college will prepare me best for graduate school?
  2. Which campus has the highest 4 year graduation rate?
  3. I have been hearing a lot that the UC’s are over enrolled and that getting classes at the top campuses like San Diego is very hard, and this extends the graduation period to beyond 4 years. Is this true?
  4. Will UCSD negotiate their aid package to match the award of USC?
