Help! Different scholarship eligibility for different universities in CSS Profile.

I’m an international student filling out the CSS profile. I am eligible for a 100% tuition scholarship for specific 10 universities (most of which I am applying to) through an external foundation. To be eligible though I need to apply for the university scholarships, most of which are through CSS.

Problem is, since it only applies to these specific schools and I am applying to others as well, when it comes to the “Will the student receive funds from any agencies or foundations for college expenses at any point during attendance?” question, should I…
- answer “yes” and then specify in the “Special Circumstances” the list of universities which this applies to (I do not want other non-eligible universities to see that though).
- answer “no” and just send emails to each financial office of an eligible institution explaining my situation?

You can say you’ve applied for this scholarship, but until you have it I think you are hurting yourself or confusing the colleges. Even if you get into one of those 10 colleges, you haven’t been awarded the outside scholarship yet, so want to be considered for the FA at those schools too…

Okay, to clear up the confusion. I am guaranteed (rather than just eligible) to receive the scholarship after I get accepted, but I must also show that I applied for the University Financial Aid at those institutions to get it, even if the offer is 0$.

Why not ask this external foundation how other students have handled this? They obviously have experience with this issue- asking the internet is likely not going to yield current and accurate advice.
