in which college the meal plan is optional and not contract with dorm?
I know all the Big Ten school which their meal plan have contracted with dorm, that is if you live in campus dorm, you have to get a meal plan.
I wanna know which school ranked Top 100 in US News do not have that annoying rule?

My daughter is at UW Madison and there is no forced meal plan. You can put in as much or as little ($0) on the Wisc Card. There is also an option to have a Campus Cash account which gives the students more options of where to eat. Again, you can put as much or as little as you want in that account.

That is true, there are no meal plans at UW, buy as much or little as you want. However, part of the cost of the dorms goes towards making food cheaper. “This rate supports the operation of our dining facilities and comprehensive dining services program.”

So even if you don’t buy any food from the dining halls you pay that price. It is about $1600.

At MIT, some dorms do not require a meal plan.
