Here are some factors involved:

I’m currently in 11th grade
I live in PA, don’t mind going to nearby states
3.6+ GPA
Haven’t taken the SAT or any big tests yet, I’ll probably do very well though
Want to become an Engineer (Probably Industrial)
I go to a technical high school for half of my day, 10th-12th grade
Probably getting inducted into the NTHS (Don’t know yet)
Not very financially well off
A few activities

Anything I missed that will help you give suggestions feel free to ask.

penn state, lehigh, lafayette

they’re good for most engineering disciplines but i have no idea about industrial.

Cool - industrial engineering helps narrow down the list of potential colleges to a manageable list. You can start with any good college search engine, here are the results from College Navigator *without *adding in any selection factors like location or size to narrow it further:

Your parents need to sit down and run through a preliminary financial aid calculator to find out what their EFC will be. That might effect where you focus your attention. Penn State does have industrial and that may end up being your most affordable option. Lehigh and Pitt are other PA schools with Industrial.
