Help! My brother rejected from ALL UC's?

Here’s the situation briefly about my brother:

International student. He goes to HS in China, at an international school.

GPA: 3.4-3.5

UC GPA: 3.5-3.6

SAT: 1850

EC’s: Basketball team captain, Volleyball team

That’s the gist. However, his grades in the school (it is a British school) are reported 1 grade lower.

For example: B’s on his report card are A’s. C’s are B’s in the US, etc…

He got rejected from ALL the UC’s so far. I don’t think it’s very possible considering his stats are not THAT bad, for especially UCR UCSB UCSC?

He reported all his grades as it stated on his report card because it said to do so. And he added it in additional comments.

My question:

What should he do? Please help.
(if there is anything.)

How does the appeal process work?

Is that all the EC’s he has?

If his grades are one grade lower than what it really is I’d write an appeal. about it.

In the meantime, have your brother quickly apply to some other schools that are still accepting apps.

If he can afford the $50k per year at a UC, then he can afford many OTHER schools that are still accepting apps.

Check out Santa Clara University. I think they are still accepting applications for the Fall. If your brother is good in basketball, SCU may give him a basketball scholarship, and they have a pretty respectable basketball team.
