Help Please - Islander trying to get ahead!

Hello, My name is Jordan, 22 year old male from the Cayman Islands.

I currently possess a US passport that was granted to myself back in 2008. However, I have been living in the Cayman Islands all my life and have also finished high school here in 2007.

Firstly id like to ask a few questions in regards to successfully leaving my current position to start gearing towards a better future by joining a school to earn a 1yr Certification.

How long is the application process take once everything is in the schools hands?

What documents are required from me exactly?

Would I be treated as “in-state” if I were to stay ON Campus seeing that I do have citizenship but have never really lived in a particular state at all?

What would the ENTIRE ESTIMATED study/living cost be from start to finish for both given examples below chosen course of study (e.g. Certificate 1 yr Program)?

Is there any part-time employment in/ or around campus and the area that can assist in paying for schooling and other necessities?

Will my chosen course of study be recognized in the Cayman Islands and other countries worldwide?

Kindest Regards,
Jordan
