Help please?

I just failed a final exam in ap chemistry and ended with a C+ Average for junior year. I am going into economics then law, but my parents are convinced I will not able to go anywhere but my instate school (Rutgers University). is this true? I am in the top 10 percent of my class of 128 students, National honor society, current overall gpa of 4.56, taking the maximum amount of ap courses i am allowed to take in my school, string of leadership positions including captain of varsity tennis, leadership in student council, president of fbla (future business leaders of america), etc. on top of that i have +700 hours of community service since freshman year. sadly my sat scores arent the best. highest sat score was 1920 while superscore was 1990. highest act was a 27 with the superscore a 28. should i only look to state schools? will i not have a chance at any of the ivys or big name schools? help please!
