<p>it’s a bad question. it’s to be expected of sparknotes. as well as kaplan, PR, and some Barron’s.</p>
<p>“intermittent” implies not continuous. negotiation implies a continuous condition to be resolved. thus, peace is the best answer.</p>
<p>They key word here is “despite” at the beginning. You know the second word is going to be the opposite, due to that word. So, the opposite of war is then peace. The question isn’t that great in my opinion, because negotiation still seems as though it would work, it just isn’t the BEST answer.</p>
