I need advice on what should be on my school list.

What is your local Cal state? Most likely a safety if not highly impacted for CS/ME.

Plans to retake the SAT? UC’s and CSU’s are test blind.

Plans to retake the SAT?
Not planning to. Most of the public schools are test blind as I see. Will we miss out on a private OOS school, what do you suggest ?

What are you looking for in a school? Location? Greek life? Sports? Academics and after school placement

Some OOS schools may require the SAT/ACT for admissions and merit aid. If you plan to apply only to CA publics, then you are fine.

ME/CS are very marketable degrees so school name will not be as important for job placement. Post grad jobs will be up to you meaning, attending job fairs, through internships and networking. You can research which employers recruit from each school by checking the career center.

So you would be just as happy attending a school like Humboldt in a rural/isolated location vs a school like San Diego State near beaches and a large city? You will get a good education at the Cal states and UC’s but there should be more than just academics.
